Announcing Southeast Asia’s Maturation Map
A new governance playbook for Southeast Asia’s startup ecosystem is here.

VPCA is pleased to share Maturation Map - a regionally coordinated governance improvement guide for startups.
Together Vietnam Private Capital Agency (VPCA), Singapore Venture and Private Capital Association (SVCA), Indonesia (Amvesindo), Thai Venture Capital Association (TVCA), and Malaysian Venture Capital and Private Equity Association (MVCA) unite with a shared vision to shape the next chapter of Southeast Asia’s startup ecosystem.
The Maturation Map sets a unified benchmark for governance. This initiative marks a significant step forward in building a more transparent, accountable, and resilient startup ecosystem across Southeast Asia.
Inside the Maturation Map
The guide lays out a five-pillar governance framework to help ecosystem players align on expectations and responsibilities throughout a startup’s lifecycle:
- Active Diligence: Going beyond one-time checks to establish ongoing accountability
- Use of Technology: Leveraging tools like APIs and AI for real-time oversight
- Advisor Ecosystems: Strengthening the quality and integrity of external partners
- Higher Standards: Promoting best practices in board conduct, reporting, and transparency
- Enforcement Mindset: Encouraging collective action against misconduct
It also includes a Governance and Financial Maturity Matrix, sample whistleblower policies, regional benchmarks, and case-based learnings.
The guide provides a roadmap for founders to build trust with investors, access capital more confidently, and scale responsibly. For investors, it brings cross-border consistency, improves portfolio oversight, and supports stronger alignment with limited partners (LPs).
“Vietnam’s startup ecosystem is growing quickly—and we want to build that growth on trust,” said Vy Le, Chairwoman of VPCA. “This is about building startups that last, led by founders who understand the role of governance in scaling sustainably.”
